this stuff doesn't work on me or anyone else I know - is it bugged?

Cancelled after waiting for the Smuggler Revamp for a year and a half.

I just made a batch and tested it myself. Works fine.

In addition to what Psy1ocke said, I know some people thought this healed mind wounds. It doesn't, it heals the damage. Basically, this stuff acts like a mind stim except for mind and anybody can take it.

Not sure exactly what you mean by not working. However, it's not a Mind buff, it's a Mind heal. There's a difference. These two drinks are intended to fill your mind bar if it has been used/attacked, not to make your mind bar larger.
