These flowers are strange buisness, they don't seem to spawn with good stats. I was wondering if these flowers were worth harving or if my luck has just been bad.

welll, I guess for one...I saw the PE is kinda low. Though you go 2 high stats...it's the not the two that are most important. Not to say DR is not important...but it's not as important as PE for most foods. (PE and OQ contribute to the buff...DR affects the duration/filling? oops, I forgot which one, doh) anyhoo - as far as chef's are concerned...here's the order you would like the stats from top to bottom according to importance:
pe-555
oq- 998
flavor-673
dr-975

Flowers seem to be capped on PE though, so those flowers do look pretty good. They are better than what I have been using on everything but FL, and the only trouble I've had is that I can't always get my ahrisa up to 400 focus (and that hasn't really slowed sales much).
Just look for high PE greens to go with them and they should be fine.

Yup, PE on flowers is capped at 700...
So, those are pretty awesome flowers. Whatever you can't use, you can sell to docs...

That's better than what I've found, so I'd be harvesting those like crazy.

I got lucky and found some 930oq/655pe/952fl/989dr flower back many months ago, and harvested over a mil of them, since little uses them still got a good amount

Flowers do seem to have a 700 cap. Along with that, the PE=66, OQ=33 stat max looks to be 795 for flowers. So if the weighted average is in the 700s it is worth a look.
