I've tried Bespin Port as well as Pyollian Cake with no extra points. I also purchased the +5 chef apron and do all my work in a research rated city. How do you get the extra points?

Bespin Port, Pyollian Cake and the bonuses that come from research centers only increase your chances of getting 'great' or 'amazing' sucesses in your assembly and experimentation attempts. They do not add to your skills the way clothing attachments do. Since you've got the crafting apron, you're already halfway to your first additional experimentation point. You just need to get +5 worth of food experimentation tapes together to get an additional point. When you get them, make sure you don't try and stick them in your chef apron, it will negate them. Also, if you plan to try and pull together a full +20 (giving you 2 extra points to play with), it's a good idea to wait til you have it all together before you start putting tapes in your clothes. You never know, you might find a pair of food experimentation gloves on the trade forums, right after you put a tape in a pair of gloves
