Ok then... question 1 - 14 pt chef is something that will come with the jedi revamp, having to do with a force sensitive crafting profession, I don't really have the slightest clue about anything about this, just that it exists... I think.
Question 2 - what oq and pe? just saying high doesn't help, some people consider 700 high, some 950+ only. Also, 84 tissues aren't that great, you will notice lots of chefs using 86-87 etc.

I don't understand this whole 14 point thing ... you are already a 12 point chef, mean you are the best, so now you want to be the bestest bestest? Especially since there will be a threshold to hit with how good food/drink can be (take a note at the 'unintended' doc buff size, and its subsequent 'nerf' (I hate that term - let's use balance)). With the combat revamp, don't think that chef buffs won't be under the microscope for balance issues - which is why I truly believe this will end up just being an increase in the % chance for amazing successes.

#2 (since it's easier): Are you hitting the maximum percentage in the Nutrition category? Based on the additive you're using, it looks like you're topping out at around 62%. "High OQ/PE" when dealing with top-tier products means 900+. You might also want to look into getting better additives, 85 BSNs aren't too uncommon, and with some meat/flora with very high PE/OQ/FL, a BE can probably hit 86 or 87.
#1"X point chef" is someone who has X experimentation points. Just from getting Master chef, a player gets 10 experimentation points to spend. With each +10 worth of Food Experimentation skill tapes he/she gets an additional point (with a max of +25 from tapes). So right now, there are a few 12 point chefs.
With the Jedi Revamp, the devs added a "Force Experimentation" skill, with a max of +20. The original plan for this was to give additional experimentation points. Right now on TestCenter, it doesn't (although there's some confusion on whether this is a bug or a design change).
So after the revamp in publish 10 (which is when normal characters can start taking quests to learn Force Sensitive skills), a crafter who has Master + Skill Tapes + Force Experimentation may be able to have 14 points to spend on their items.
