Ok I am a just starting out Chef (And I just got the game a week ago..). I have 0/0/0/3 almost 0/0/0/4. I am wondering if I will be able to make SELLABLE synthsteak and brandy with 1/0/3/4 ? (I am broke and need income lol)

sellable and good are diffrent things 
There are lots of people with no money that will buy cheap low buff brandy.

That might be tough, especially if you're gonna make BE brandy or synthsteak. Those nutrients cost alot.
If you're really tied for cash though there are alot of easy things you can do to make cash.
Pick up some basic combat skills and get someone to take you to Jabba's palace. Have them help you with the first quest there. The next 4-5 you can do on your own as they are extremely easy. The only really tough one is the first, which is sort of funny.
Anyway, after about 5 or so missions you will get a very nice reward. A painting which sells for about 500K - 1mill on most servers. I advise most newb-ish players looking to get enough money to start their business to do this and then auction off the painting. They usually sell very fast and you will have enough money to get you started.
At least this is one way of doing it.
