Just so you know, there haven't been any dev posts about food post-CURB. Believe me, I'd have noticed and posted about it. So whoever told you that was either 1) making stuff up (either just speculating or flat out lying), 2) breaking NDA (which would mean they'd at least be kicked out of the sandbox), or 3) both.
Of course, they could've been talking about the "skill buffs" mentioned in one of the Loot revamp posts. IIRC, there were speed buffs for various weapon types, but those are loot only,they won't be craftable.
Oh, quick glossary:
CURB: Combat Upgrade/Revamp/Balance. The "next big thing" on the dev's plates to redo the entire combat system.
