Can I take advantage of melee and ranged mitigation at the same time? Or does Melee Mitigation only take effect when you are using a melee weapon and ranged mitigation only when you hold a ranged weapon?

You can take advantage of both no matter what type of weapon you are wearing, but mitigation of the same type wont stack. So if you get range mitigation 2 from pistoleer tree and range mitigation 1 from rifleman tree, you still only have range mitigation 2.

What if you have mitigation 3? Do the effects stack from 1, 2, and 3 from, say, rifleman? Or is it just 3 that is effective in that case?

if u have range mitigation3 and range mitigation 2, only the 3 will take into effect. i think that if u have both range and melee 3, they will stack.

As I understand it: Only the highest level Melee (if any) from all your trees,AND your highest level Ranged mitigation (if any) from all your trees take effect. They do not stack.All other mitigations are not used in calculations.

I think your understanding is correct. Theycan not stack, since Ranged mitigation works against ranged Weapons and Melee mitigation against Melee weapons!

I'm having to dig back into my memories of my post-CU testing, but I'm pretty sure the "damage mitigation" foods (exo protein wafers, synthsteak, Flameout) give a straight percentage decrease to damage taken. So a "mitigation bonus: 23" wafer would reduce damage by 23% compared to the same hits done while you're not under the effect of the food.
These foods do have one problem, though. Prior to the CU, the duration on these foods was measured in number of hits. So (roughly) Wafers would reduce damage for the next 15 hits, Synthsteak for the next 30 hits, and Flameout for the next 4-5 hits. The effect would also expire after an hour if the number of hits wasn't reached.
Post-CU, those durations changed to number of seconds, which made these a lot less useful. Previously, you could eat a synthsteak, and "save up" the effect (for up to an hour). We're pretty sure that this behavior is a bug, but I don't think there's ever been an official confirmation on that.

You can pop Exo-wafers like potato chips and they will pull you through a bad situation.

Yup, all you need to do is take a few out of the crate, put them in your toolbar and click as needed. Works great for me.

Yes those foods not used like pre CU. Now it s really good on multi target like when tanking area group. You reduce all damages 40 % (around) with steacks from all aggroing mobs for a short duration but damn good and better than the old x hits....
Now we could suggest a new food mitigation schematicdedicated to pvp or duel.......
