Well, sort of.


Travel biscuits improve terrain negotiation. Once you get above roughly+50 terrain negotiation, you start getting speed bonuses to move while prone.


Unless you've already got skills in terrain negotiation (from Scout or from +TN clothes if the tailor / BE tissue bugs have been fixed), Travel Biscuits by itself won't get you to that point, though.
