The last dev chat on stratics the covered skill caps (sorry, I'm having a hard time finding the transcript in their archive). The +25 cap is with clothing. Food buffs and bonuses from Squad Leader skills (Group defense, group terrain negotiation, etc) will stack on top that cap (and on top of the +125 cap for defensive mods from skill boxes).

Now, I'm really not sure if there's been any player verification that it works, but that's the intention at least.

Thinking about it, it should be easy to verify with doctors buffs. I have a friendly doctor who is at cap (who uses bivoli, so he at least believes it works), will make his life miserable with casting lots of buffs on me pre and post bivoli to make sure.

well that a whole other issue in and of itself!

It's verified with doctor buffs... someone in my guild who is a Master Doctor with the +wound treatment clothes maxed has buffed with and without Bivoli. The buffs with Bivoli were better, but only by 200-300 points, but 200-300 more HAM isn't necessarily bad.
