Where can i find some decent skill tapes for chef experimentation, how much do they cost, where can i loot them from or, any other form of helpful advice would be... well... helpful and appreciated.

Well you might want to look at the Bria forums as there are some auctions going on right now for the +1 food experimentation. The range from these auctions usually go from 450k - 1 mil depending on how bad people want em 
As for the higher skill tapes (+4 and higher), occasional people will auction it and that goes up pretty high because you can't really gain +20 by have it all as +1s. As for looting I heard skilltapes being dropped in the corvette, the bat caves, and other places. I think these places are pretty well camped by macro looters
