Food schematics are gained in both Chef and Artisan. Food learned in Artisan uses "Artisan experimentation" skill to determine how many experimentation points you have to use. Food learned in Chef uses "Food experimentation". Tapes that increase Food experimentation have no effect on items using Artisan experimentation.
So if your friend is making Blob Candy (an Artisan food learned in Domestic Arts 1), she will only get experimentation points based on her Artisan experimentation skill.
Can you find out what she's trying to make? Also (just to cover all the bases), is the +22 in raw tapes, or has she put them into socketed clothing, and is she wearing the clothing? I know it sounds stupid, but I had a few situations where I accidently equipped the wrong clothes when crafting and didn't get all my points.

Well, if she's a 44xx artisan, she'd get 10 points when making artisan items too (including the food learned in Domestic arts). You don't need Master artisan to have all 10 points for artisan items.
Maybe she can also check the "skill mods" section of her skill sheet, make sure that the bonuses are getting reflected properly in the "Food experimentation" mod.
