Ok i got a nice crate of BE air cake, 33% chance to dodge for 10 minutes. My question is, is that 33% just a straight out 1/3 chance to dodge an attack or is it 33% extra dodge rating, like say if you had dodge + 10 that would become dodge + 13?

it doesn't modify the dodge skill, the "dodge" mentioned in the description basically just means it's a generic defense bonus (works against either ranged or melee attacks). We don't really have all the nitty gritty combat details, but I think that the effect is the same as if your ranged/melee defense was raised 33. During combat, there's some comparison between the attacker's offensive skils and the attacked player's defensive skills, so having 100 defense doesn't really mean that 100% of the attacks will miss.
