Yes - it blocks damage after the armour has taken its hit, however the % damage reduction from the synthsteak is calculated on the initial damage not on the damage reduced by the armour.
So essentially, if you have good armour on you'll see that the armour has blocked 70% or so, and the synthsteak (if high enough %) will take away the remainder damage.
End result is that you take no damage at all from the hit.

I don't think that's right, although I'm not positive on the order of the damage reduction.
I think (have to double check when I get home tonight) that the initial hit gets the reduction from the synthsteak, even before it shows up in your combat spam. So if you are under the effect of a 25% reduction synthsteak, and you see "creatures hits you for 600 damage", followed by "200 damage was mitigated by defensive buffs" that means the actual hit was 800.
- 800 * (1 - 0.25 )= 600 (synthsteak reduction, the 600is what shows up in combat spam, and you also get the message "200 damage was mitigated by defensive buffs")
- 600 * 0.5 = 300 (AP0 vs AR1 reduction)
- 300 * ( 1 - 0.7 ) = 90 (70% resistence, combat spam shows "armor blocked 510 damage")
