- Each stat goes from 1 to 1000 (not quite accurate as some flora has PE capped at 700 - but we'll ignore that for simplicity).
- The actual value is completely random. So 10 is as likely as 500 is as likely as 1000. This matches the data in my database.
- Each stat is independent of the other. So the OQ being 1000 does not change the chances of PE, DR, or FL being any particular stat.It is fairly common to see flora with 3 stats over 900 and one under 200. I haven't done the statistical work to see if they are truly independent.
- There are 15 non-wood flora on each planet at any given time. Therefore, there are 150 non-wood flora in each galaxy.
- A flora shift will last about 7 to 21 days. For simplicty, let's say an average of 15 days.
Now, what are the odds of an individual flora having OQ, PE, FL, and DR over 950? The odds of any single stat is 1 in 20. Raised to the fourth power, the odds of a resource having all 4 over 950 is about 1 in 160,000.
Given that 10 flora will change each day on each galaxy, I would expect an average of one such resource on each galazy every 16,000 days. For just tubers, it's 15 times as unlikely, so one every 240,000 days. In other words, don't hold your breath (unless I'm wrong about the independence of stats)
Now, there is a greater chance of a resource having (OQ + PE + FL + DR) > 3800. And there is a much greater chance of finding one with just (OQ + PE) > 1900.
From my experience of tracking this stuff over the last 3 months, there is usually one flora at any given time that has all (OQ + PE + FL + DR) > 3200 andseveral above 2800.
Wow.

Not often at all. My primary business is selling flora to doctors and chefs. I've seen a resource like you describe once.
Here's a quick estimate of how often a 950+ in all 4 stats flora will appear based on the following assumptions:
