Yup, I agree. And the only thing I can say about that is that I am really, really disappointed in the developers...and extremely frusterated.

But I can't get mad at them about this one. Fair is fair.

No, you can't /transferstructure to a non-chef.

Yes, you can set up vendors and use it as a shop.

Do you have to be a master chef or just have to be novice?

Yes, Chef's should be able to place cantinas. Now about the cantina business...

I have operated cantinas on Dantooine since the game began. First in a large house that I was able to build near a starport (nerfed), then a player city cantina. I must say, if you are able to staff your cantinas with entertainers nearly 7/24, people will start hanging out there and you will be able to sell products well.

It is a huge commitment, I have a master musician and a master dancer/merchant on a dedicated CPU with a duel login. I need to remember to log them in the morning, and I must check throughout the day to see if they are crashed. They are on macros to accept group invitations for buffs, and I promote this all the time on my galaxy's forum all the time. I am usually able to sell over a million a day in food and drink. The other merchants in the city also benefit from the increased traffic.

I have to say, that I have never observed another player city as busy as ours, and I credit the entertainers.

As I said it is a huge commitment and since it requires multiple accounts and dedicated CPUs is prolly not possible for most players. Sadly, though, I think this is the only way to really make a go of a cantina when you have to compete with Theed and Coronet.
