Can chef's place a cantina? Also, how many people do you need in the city before you place?

Yes, chefs can place cantinas.
and I believe you need 45-50 people.

Ok, thanks, I know I can place one now, the real question is the city size. I can't find anywhere the city size requirement. 45-50 seems really really high?

To own an actual cantina, not a house used as a cantina, you must be a master dancer or musician. There may be another profession or two as well, but those definitly.

Back on July 5, 2003 when this post was created, there was no such thing as a player city cantina.
For player city cantinas, you need to be a Master Musician, Master Dancer or Master Chef.

Does anyone know if a cantina can be made private? I would like to know before purchasing one and I thought this might be the best place to ask.

When you first set it down, it will be set to private. You don't even have to change it. I remember when I first set mine down for my guild. I went inside to look around for the first time and I was wondering why my guildmates weren't coming in to join me. Then I realized I had to set it to public.
