Probably used a filling additive. Does not seem feasible for two reasons:
1) like nikki stated, even throwing full points into filling will probably not get it to 33%
2) If you did get it to 33%, assuming statement 1 is wrong, there would be little to no points to get the brandy over 200 AND almost 45 minutes.
As it is, I use pretty good resources (not best) and experiment my brandy to +214 MWF with base quantity at 6 (18 if with casks) for 45 min. and 50% filling.

from what I've found the players care about down time and if they stack. so all my brandy comes out around +200 MFW but 45 mins is the goal. with 50 filling of course. I've been asked specificly about downtime between being able to fully rebuff again. so I never make any food or drink with lower that 45 minutes duraction if its possible

I dont think it is possible to get the filling that low without a BE additive. I tried 
My current stock is +202 50% filling for 46 mins stack of 6
Experimenting in filling barely makes it go down one point for each experimentation.

The brandy doesnt go below 38%, doesnt matter how many points you put into it. (I have 12 as well)
