I say take it out altogether. We were fine with it before and we will be fine without it.
There may be no one solution that will work.
Here is my ideathat would make it difficult to get and make. Just like the DWB where you have to bring an armorsmith with you, make it so that the schematic requires a crate of 25 ABECS or what have you so that the Havla can be use only by you. Reduce the number of uses per havla to a max of 6 (experimented with base based on the ABEC charges). Filling should be experimented to 33% only. This would make the stuff costly to make, dependant on the Doc or CM skills and limited to short bursts.
More pointedly, it gives docs the ability to take it and use it on whom they want to buff.The CM would be limited to an initial attack of18 max hurls.

As a zealous new chef wanting to try out all the different foods, I made a run of 40 BE ruby bliel. /cry. I wish they'd fix heal reduction foods with less than 100 power. Most buyers understand that charges on havla don't work 100% correctly but live with it, but having a food not work at all is a bit frustrating.

Well yeah, poison and disease isn't a heal, so it shouldn't be effected by havla at all right?
Fix that and the bug with 100% efficiency and it'll be working as intended right?
While I agree that changing it so that novice/intermediate healers using it will put them on better footing vs. masters, I don't think it should exclude masters from benefitting from it as well. But yeah, if they all have access to it than its more of an uphill battle for the newcomers. But its already like that in every other crafting / merchant profession, so why should healing and buffing be different?
Naturally if a master chef runs a shop he should get more business than a novice chef running a shop. And I don't think that chef products should purposefully exclude people based on their profession.
Well yeah they already do that, only trandoshans can use Karkan Ribenes, but thats not what I mean. All healers have a delay between healing. Excluding people with a smaller delay from benefitting from the food isn't fair in my mind. A buff is a buff. The same line of reasoning could lead to people mastered in combat professions getting less of a buff from doctors compared to those less developed. Yeah I know thats a horrible analogy but whatever.

The main issue with Havla was how it allowed CMs to throw packets at fractions of a second of speed- basically as fast as the key could be pressed.
With the four-second minimum timer, Havla becomes much less useful now.
I managed to make some insanely good Havla (+109 21 heals four uses, can't remember filling but it too was low) and the stuff barely sells since that nerf. Dunno if that's been changed- I'm out of the county and haven't been able to get on.
