Actually, you can re-apply buffs very soon... generally about a delay of five to ten minutes in my experience... the meters are just bugged... when you want to reapply buffs don't look at the meters... just try to use em.

one chef can supply too many people easily if they lasted over hours

but I also think the Food Smugglers Deliete should be able to stuffed with smuggler Spices which would give all the benifits of the spice and remove the side effects.

that would make it a extremly useful food at desserts 4
