The maximum a food stat can have is related to the number of "bubbles" to fill by experimentation, which is affected by the quality of the ingredients. The number of points you have availableto try to fill those bubbles is a function of your experimentation skill. The success or failure of those experiments (as well as the initial assembly)are affected by both your skill and the quality of your tool and crafting station. If you're seeing overall higher quality food using the better tools, it's because you are getting more "great" and "amazing" successes, enabling you to fill more of those bubbles on the average.
I'm using +13 tools I made myself (I'm a master artisan), and saw a huge difference in my success rate when I switched from the old tools I made as a newbie. I'm also using a +8 station made by my business partner, who is a master architect. That's about as high as he can get, and it does make a modest difference from what I have noticed. The extremely high crafting stations are rare because the stationschematics are bugged - they are architect items, but use artisan experimentation. So onlypeople who are both architects and master artisans can make the very best. Ionly know of two people making them on my server, and they are charging exorbitant prices (as they should! *grin*)
