actually, a jedi needs to spend 24 points on FS skill, so one branch of 4 boxes is 1/6th of the way.
the way it is right now, you cannot drop any of the FS skills to get others, you are stuck with your choice. i have a new (little over 2 weeks old) jedi but i have never been a pvp'r, and just cannot see myself beinga jedi knight. i love chef on my alt. so, while i did spend FS points on defense and have been skillingup in jedi boxes, i also got the force crafting box, so that if i decide i don't want to be a normal jedi, i can move the chef skills to my jedi and have the 14 points, whatever it is they finally do (i am at +12 from clothes already).

Guys he's not asking how many sp's are needed... bah, gotten overly used to this question.
He's asking on a rumor if fs skill points are going to be given back... I've heard several rumors, too many to even tie one together that sounds possibly true...
But as of now, at least, no public announcement on the changes to the fs skill point system, even the non-existant refunds.

It looks like everyone misread your quetion with the exception of Maxil. Although, I have never heard of such a rumor.
Based on the FS profession being like other professions and given what you stated above has not been mentioned prior in any other Jedi Archive publications or otherwise I would have to say the answer to that is no, and that the only way you would get skills points back is by surrenderingskills just like any other profession.
My advice would be to keep an eye on the Jedi Archives, and other official SOE publications like the publishes that they announces when changing the system. And only count the rumors as rumors. Also, lets not forget the Guides that are put out in the forums for jedi and Force Sensitive professions. They won't stear you wrong, and there is a lot of usefull information in them.
