Lacking a cert doesn't prohibit you from wearing a weapon, it just penlizes your effectiveness with said weapon

Yep Twileks can too.. I certainly like their lekku coming out of the hat I got on, rather than the other 'iron chef' version though.. just looks strange.

Right now they only come in white. The various tailor correspondets (there are kinda three of them. The test center correspondent and the image designer corrspondents are also master tailors) are already pestering the developers about this.
