Interesting read ReblSoldier.

I know that you are incredibly passionate about the chef profession so I know your intent was well meaning. However,I'll have to disagree with the overall proposal. Please humbly accept these insights.

"a New Comand would be learned at novice chef called " serve" this would use a in game comand text comand /serve (name of the meal) (name of the target) or simly just targeting the hungry consumers and double clicking the meal in your back pack. "

Basically, this creates a system of "Food Stimpacks". This , if we ignore the rest of your text, would shift the entire nature of the chef from an passive crafting class to an active buffing one. This goes against the core nature of crafting - where the main goal is to create a quality product. The main appeal for a good number of chefs is the ability to "buff" but leave the chores of timing and refreshing to the user. It would make little sense to have a weaponsmith or armorsmith to follow their customers around to "buff" their lasers or chitin armor. In terms of class balance, the mistake that was made was allowing Doctors to even have HAM buffing abilities. In an ideal SWG class usage, a Doctor is the best health and action stats wound healers , the anti CM disease and poison healers and the only class that is able to field revive("rezz"). These abilities themselves warrant their existence.

The Cooking Skill will determan the duration of the meals. at novice chef the Meal will last for one hour and fifteen mins.

This duration is not very feasible. A single ,very patient chef or (worse) runs of factory "Food Stimpacks" would easily flood and collapse the market. Master chefs would also create products that provide no market for chefs of lower skill levels.

"You finish your meal and is was amazing the best food you have ever eatin. Because of this meal you will now gain 15% more experiance in all professions for the duration of this meal".

The problem with this is the nature of SWG experience. If the experience growth was like Everquest or Dark Age of Camelot where it can take years of casual play to get to the "master" levels, this would be alright. Unfortunately, it takes a few weeks for a player to max out their skill point usage and you'll find more and more chefs fighting for a smaller market. Think of this problem in the same line as "Apprentice Points".

Because it is a suport ability that requires an active chef this ability would require certain location to operate

This would actually destroy the notion of the "active" chef. If I want to play an exciting active buffing role, I should have to be allowed to buff at the points where I am needed most - say at the entrance to Nym's stronghold or the rancor cave opening. Its hardly active if the only place I can buff is in a city or dwelling. A hunting party can just pay me for my services then leave me behind.

"the chef could however Open a restraunt near a frequent combat site and charge a enteraince fee and make a pretty penny using this feature."

I don't see how this fits with the active chef -> food stimpack idea at all, unless you want to actively serve food yourself. The game already has vendors. Alternatively you can make a house and put your clientele on the admin list so they can pick up food as they please. Thats how I serve food to my guild. And remember, there are "no build" planets....

And the final problem,

If the devs haven't even fixed that people cant even consume food, what hope do we have for other fixes and improvements to the class?

Yours truly,
