I'm a Doc so I'll give you my opinion.
The extra use is better - no doubt about it. Anyone who would rather have the power hasn't looked at how small a difference it will make (or has so much extra money they will never care about extra charges ever).
Here's the boost a master doc with 850 power packs gets with +23, +24, +25 tempara:
2319, 2328, 2338
You get more uses and more total time vs add less than 20 to your buff? no contest. Smart docs will go spend there money onbetter resorces to improve thier buff packs instead.
Even with power 1000 packs the difference is only 22 points:

Speaking as a Master Doc I would agree uses matter because the power + factor only increases the buff slightly.

Well I did ask my customers and they all said the same thing 1 more use is much more valued than the extra point you might get in the wound treatment. I would consider that aswell if I were them- but of course if anyone wants me to make those with higher stats then I surely will do so.
