Ith mist is tricky, i'd say the highest you could get theoretically would be 26, but feasbaly 24 is the best you could hope for.

I'm going to guess Higginsis meant because there is always a 5% chance that a knockdown will succeed.

Yes, Thak buffs the same Defense vs. KD skill mod you can also get from skill boxes. So if you have +60 Defense vs. KD, +40 Thak gives you +100 defense vs KD (and +100 Thak would give you +160 defense vs KD).
As for the other stuff, we don't really know how those skill mods work. They might be percentage based. They might be a scaled percentage (+100 mod = 10% resist). There may be "opposed checks" going on, where different KD attacks have a different chance of sticking, and the actual chance of getting knocked down is equal to the Attack% - DefenseVsKD.
The devs don't like to divulge the inner workings of the combat engine, so it's tough to actually determine the benefit of these foods without doing statistical analysis of the results.

I'm going to have to disagree with you on that, 100 seems to be about the minimun value necessary to be "capped" against any given state. While there is still a 5% chance to be stated, I can say from personal experience with my "stacker" that +100 is all you need.
