I have no idea if Biv with > 25 statsprovides any added benefit but I am pretty familiar with the mentality and buying habits of the average SWG player which is why I think it doesn't matter if +25 helps. Most players dont' take the time to thoroughly test game mechanics so in their eyes, when they see that the key stat is over 25 they assume it's going to be better than the 24+ Biv next door.
An example of this kind of thinking is the debate about whether or not highly experimented slicing tools lead to better slices. Massive amounts of testing has shown time and time again that highly experimented slicing tools have no effect on the outcome and yet you'll still find a huge number of players who insist that the opposite is true. To the player, it doesn't matter if there's a benefit. As long as they *think* there's a benefit they'll want it.
By the way, those poor Smugglers who insisted that the tools mattered had their hearts broken by Green Marine a couple of days ago when he publicly announced they had absolutely no impact whatsoever.
Exactly. That's why I always use experimentations on to get a few extra decimals on the Bivoli buff even though the consensus here is that such does not make a difference.

On Scylla, a Doc of friend of mine bought some +25 and spent 200k.
On another note, one of the guys in my guild was asking about +34.5 Bivoli.... I told him I was pretty sure he was smoking crack... any word on this?
I vote for the "smoking crack".
Yep, thats crack! Sounds like some good quality Crack! I get to 25, 3 use then max the duration on my Bivoli, and YES when combined with Havla the docs that use it are UBER Buffing Machines!!!
