As most of the above posters have said its the 11-12 experimentation points and nothing else. I have 10 points and 950+ berries and fruit and a 14+ tool and a 43.5 crafting station and work in a research center city. Only once have I gotten over 400 (after getting 3 amazing successes). I can either get 395 buff for 36 min or 370 buff for 40 min but no both. Bottom line is you need 11-12 exp points.

You need better resources. I get 400+ 36 min 50 fill evertime with 10 exp points.

It isnt just the resources. Even when i only had 10 experiment points i was able to hit a +431 for 36:30. Seeing as you are only asking about the buff size, using a top quality Broad Spectrum Nutrient tied in with Fruit and berries which both have 900+ PE will get you that +431 buff using 9 experiment points with 2 amazing successes thrown in. In my opinion, once you hit the +410 mark, get the duration up or the filling down. Either of those stats will result in a similar change, ie: each filling point you drop works out at about 2mins, and a great success on duration usually results in a 1.30min bonus. Take your pick. You do however need the 12 points to get a +410 or more brandy with a 43:30, 49fil, and this emptying of the stomach before you end the buff on 2 doses in my opinion is the luxury chefs with 12 points deserve (and not what we are getting with this current nerf - roll on tommorrow). My best is +421 for 45 mins 30 secs. Its all about ingredients. (and having 12 experimentation points)

Crafting your food with 14.91 tool, on a 43.XX station in a city that has Research Center status to it also helps. Plus also eating BE enhanced pyollian cake and BE enhanced Bespin Port (just to make sure you get an amazing success at least once to help with over higher stat) sure does help as well as the things said previously

using 86% additives, very high quality of fruits/berries and 12 exp pts:

+424 / 44min / 49fill / 18qty brandy

Here's a brandy schematic I made today with just 10 exp points and 81% Medium Additives :

50% filling
18 charges

I got one amazing success when experimenting 3 points at a same time in nutrition and another one in flavor. Experimenting just 2 at time and getting amazing success didn't have any additional bonus on nutrition compared to great success.
