Does that require excel? I don't have it
is there any program i can DL to use it?

That is for STANDARD ATTACK ONLY, using specials with longest delay, 2.5, will need to be much higher.
I currently cap at a weapon of 2.6 with +85 speed.

I can open it right in Internet Explorer, but that may be from having Excel on my machine, not sure. I could PDF it but then it would be for display purposes and not to actually customize for yourself.
There might be some "free" viewers out there that allow you to modify the spreadsheet, but I have had Excel for the last 10 years so not sure what is out there.

using a 3.5spd laser carb (dmg slice, non-krayt)...takes 84spd (+24 in attachments) to cap /fas2...cripple won't cap w/out +85spd and 2.6spd carb...which even my krayts don't hit w/ dmg slice. 
personally i don't think carb needs more speed, as it is speed slices and attachments make a huge difference, as they should...just professions like TKM and riflemen that cap w/ ease distort us in balance, so the end result is our dps are trash. maybe +5-10 more just so we're not dependant on attachments, but any more than that and they &/or speed slices would become moot.
