I am curious about these. I have been told that females can wear these but the regular Tuskan boots I cannot put on. Is it true that only males can wear Tuskan gear? The only other option I have for Carbine speed is the extremely rare Corsec Boot that is +7 Carbine speed. I have not seen those since about 1 month into the game launch. That is when I didn't know any better and sold things like that (among many, many skill tapes and AA) on the bazaar.

Females can not wear Tusken gear.
