Just be sure your not using it in PvE.. Lasers are best for that 
Look for something in the 40-275 range, and if your a novice, cross your fingers for a speed slice.
Elites are good for PvP so I hear, as are DXR6's, and snubs..
Well, a good snub is good for any situation when your low on ham.

Uhm, i have a sliced E11 that is 2.3 @156-263, and a laser carbine that is 2.1 @ 120-254.
i think the 3rd tier of weapons ar some times really good and the 4th tier can be good if made with quality parts.
i prefer DXR6 or Elite to laser, any day. the Laser is the carbine of the gambling man. personally, i get annoyed using my 49-389, 3.1 Laser to do a fullautosingle2 for less than the base max damage.
on the other hand, i am *always* happy with the damage output of my elite, which is the rough equivalent of my Laser--3.1, 133-289...any time i use a special, the damage is a notable increase over the base damage range. i'm a lot more comfortable burning ham knowing it *is* going to pay off, instead of watching myself burn 140 to do 350 damage.
I prefer my carbines fast and furious.
My current Elite is 2.8 spd, 64-147, great for armored opponents and can get down to 1.9 speed with the powerups I use. (32.5% speed)
My current Krayt DH17 is 1.7spd, 94-200 25/27/14 HAM. It is absolutely lethal in PvE when I roll with my pets. Powered up, its 1.1 speed and paired with ChargeShot1 its unstoppable. I put'em down, my pets put'em away.
Note: Both are speed sliced. The DH17 has a 16% slice (my guild boss's first night of slicing as a master, still not bad) and the Elite is 26% sliced.
