You sure about that? Have someone hit you with a high powered T-21 in a 90% composite helmet and see what results. Its either the armor hole bug or the armor piercing, but the armor piercing seems a lot more practical until the armor hole bug thing is proved.
I believe armor piercing works in PvP only if the target is armored. Attacking an unarmored player, you might as well use a DH17 or EE3. On an armored player, AP should work. But if they are only wearing a helmet you are basically fighting an unarmored player.
As far as laser or Elite goes. After I calculated the actual damage after mitigation, the max dmg was about the same for both my guns. The laser was 10 points lower. Add in 25% damage due to AP2 > AR1 and the laser is a little higher. I still opt for the Elite because i like how I can consistently hit for a certain dmg, and not the randomness due to the Laser's low minimum damage.

Don't look at Max Damage, you need to figure DPS. The Min Damage of the Laser cuts its effectiveness WAY down....
