Why is it that i am not certified for the enhanced E11 carbine, despite that i am a master carbineer. Is this a bug or am i just stupid?

I think you get the cert at Body Customizations IV. Either that or what he said.

It is a bug just like the Polished DH17 and the Republic Blaster and the Nym's SlugThrower 
Although all of them really work but the Polished DH17.....
