Her name was Romy and she runs Dark Frorces weapon shop, I cannot remember the location off hand though.

I might mention also, this weapon was not cheap. SHe does keep many like this with about 75-100dmg off mine on her vendor.

This particular one was krayt enhanced and dmg sliced.

I only had a brief moment to try it but with crippling shot on a low level mob I hit for 4500dmg.
