When I use ChargeShot1 it says something like "you failed to knockdown your target" but then I watch them fall to the ground. Happens after the first successful KD.

I'm asking if anyone else is getting the message that their KD failed but it still KDs the target.

Yup. Everyone gets that message. Charge Shot does have a 30 second timer. Once every 30 seconds, you can knock down the target, you'll get no message, and it will take a moment or two for the target to get back to its feet. If you use Charge Shot again before the 30 second timer is up, you'll get the message and the target will fall down but bounce back up almost immediately.
