I am a new Carbineer and I have one question, is Action Shot 1 suppose to do damage?

When I hit action shot on an enemy they start to bleed but have little damage put on them.

actionshot is designed around bleeds

Does it bleed health bar or action bar?

all carbine bleeds focus around action pool.

pistol bleeds focus on health

rifle focuses on mind.

As for the original question, yes it does damage, but it does it by bleeding. Bleeding damage occurs every 5 or so seconds for several rounds, but does no initial damage. So no, when you shoot actionshot, no damage occurs. But 5, 10, 15, 20, etc (or whatever the numbers are) seconds later, it does the amount of damage you shot for.
