no the tissues are used in the crafting process, if you buy a krayt enhanced weapon the tissues are already inside.
The way it works is you can pay an arm and a leg for a Krayt enhanced weapon or you can spend some time hunting krayts and possibly loot some tissues or loot enough pearls and slicing loot to pay for tissues or a weapon.
If you buy from the vendor, the gun is all set and done. But unless you find one which usually has something like "krayted" in the name, you get a "standard" weapon with normal ressources.
If you want something better, you need to get some looted krayt tissues. They have to be taken from Krayt dragons (not exactly some easy game) and you usually have to kill numerous dragons to get one set. These tissues you then take to a weaponsmith and he can make you a weapon which is superior to what he normally can produce. How much better depends on how good the tissue is which you managed to loot.
You guys think 142 max tissues are enough to get an elite or E11 to max damage if sliced?

you cannot reach the Damage cap with a slice, unfortunately there is a slicing cap that is about20 points lower than the crafted damage cap.
I just had a an elite carb made with 175 tissues and got 2.02 speed 1062 dmg and a sac of 82, these are the stats after a full 12% speed slice
if I could get my hands on some 190 or higher tissues, I think it can be damage and sac capped
