thats simple:
carbineer is a crowd control/area damage class, so they need to be able ti fire pretty fast.
rifleman is the ranged "nuker" so they do a ton of damage but are slow...wait one second!
lol
back on topic, there is not a known speed cap, but from quite a few people's test - atleast for carbineer - once you get the modded speed on your gun down to 1.5 or less, more speed doesn't really help.
so get your speed to being able to get msot guns down to around 1.5 and your good

Then it seems you haven't tried being a Master Rifleman much in the CU then.
I'll tell you now, a Master Rifleman is slower than a Master Carbineer. ESPECIALLY when you consider the slow nature of Rifleman's trademark specials. A Master Rifleman can lay on alot of damage initially (Sniper Shot) or once in a while. Meanwhile, a Master Carbineer keeps up on sustained fire... steady damage on the target(s).

Id prety much agree with this...I tried with my smith right after the cu to find a speed cap with some low damage but nice speed tissues....It just kept droping and then as this poster said. Speed is not the end all or even second imo. First is damage. Then is sac if you run out of action (and unless you have realy slow weapons and no mods you will) then lastly speed.
Riflemen get more speed mods but their weapons and specials both have more time built in. In both cooldown timmers and the weapons them selves.
