Alright I have a brand new carbine made with 184 damage tissue, I don't need to give you the stats cause chances are you already know and I don't like boasting my gear on the forums. But the thing is I have a pre-CU carbine that converted to a pretty good damage - but everything else is pretty low grade (SAC 92 for example). The new carbine is low sac, fast, high damage - but here is the mystery of the situtation...
Pre-CU Converted Carbine:
Damage
Min: 496
Max: 1046
Damage PuP'd:
Min: 665
Max: 1215
Post CU Crafter Carbine (made with some pre-cu components and the 184 dam -.41 speed tissue)
Damage:
Min: 427
Max: 1063
Damage PuP'd:
Min: 572
Max: 1208
*Note* Powerup was a +34.12% damage, +12.33% speed on both elite carbines*
Now after I get my crafted carbine sliced so I can ADK it I will be able to compare the damages of the two, but to me something is up here- why would 1046 x 33.12% > 1063 x 33.12%?
I will have to play with these 2 carbines and figure out exactly when I should use each of them (obviously the lower SAC for long term combat and the high SAC for short term) - I will also post back with some combat results after I get my crafted carbine prep'd for ADK.

try this one:
damage range: 1046-496 = 550
how much PUP increases: 496*1.3312 = 660 (not 665 but close enough)
What is your max dmg: 660+550 = 1210 (665 + 550 = 1215)
Conclusion: Min damage is what counts when you damage pup you gun, not max dmg.
