The main reason I suggested kinetic is that the likelihood of the DEVs agreeing to this is much more likely than stun damage. A stun damage gun is obviouly incredibly powerful in its own right. And if you think like a DEV, you're thinking too powerful. Here's why :
1) PvP : Can you imagine a Bounty Hunter with a stun damage carbine? I don't want to. I've got enough problems dealing with poisons for which I have no resistance to and the constant spamming of eyeshot.
2) PvE : Yes, stun vulnerability is more common than kinetic. A new stun damage weapon would cause more imbalance in the combat issues the DEV's are already facing. I'm trying to add variety, not power.
3) Variety : Firstly : Kinetic damage would add variety to carbine users. You'll notice that this post is on a carbineer forum, thus most of the signatures come from people who think like carbineers, not like meleers.
4) Slug, not sludge. The name of the weapon gives the mental picture of a projectile like object coming out of the weapon and "hitting" the target.
5) You have to take baby steps with requests for DEVs. Kinetic would be a small change to all carbine users, stun would be huge.
On the flip side, I of course would love to see a stun damage carbine. I just don't see it happening any time soon. I admit that I doubt the Nym gun will change despite the 100 or so length petition. I have already seen that Bounty Hunters have tried to get a stun weapon and it just hasn't happened. BH's make up a large portion of the players and if they haven't gotten what they wanted, why not try another approach to obtaining diversity?
