How can I tell if my weapon has one already on it?

Can powerup's be used on all weapons?

The weapon's title will be displayed yellow. Also if you examine your weapon you will see at the very bottom of the stats the powerup info.

Anyone have any idea if they still cause your weapon to decay faster, and if they do what an estimate on the increase is?

Yes they do decrease the decay of your weapon. I typically seem to lose 10-20 of condition on my carbine for each 100-shot powerup.
