MY GUN: E11 mark2
sliced once
480-1016dmg
551 mod dps
99 SAC 
i use sac pup takes it down to 69 but i still loose action too fast.
other weap
unsliced
430-1002dmg
420mod dps (kinda forgot)
84 sac
now which is better does min dmg matter and the other one isnt sliced... mine was orginally 997max dmg
my gun is faster however

SAC is very important, but you have left the speed stats out here. In order to make an accurate assessment, we'd have to know that as well.

Yep. And for now, the second one seems best as the damage isn't too low compared to the first.

If speed actually matters or not, at least in my eyes, also depends on what professions you have. But as the weapon itself should be rated, better tell it. 
Anyways, damage is not that much different, the second one has lower SAC and is unsliced, while the first is sliced. Add a damage slice (and when it works again, a critical hit slice) on the second and it should look favourably in all here mentioned aspects.
