Still figuring all these numbers out...
Both Elite Carbs:
Attack Speed 2.15
Damage 422-962
Accuracy Bonus 10
Wound 18.4
DPS 321.5
SAC 119
Attack Speed 2.72
Damage 425-875
Accuracy Bonus 18
Wound 18.4
DPS 238
SAC 73

They both are horrible 
If you would have to choose, I would get top and get a SAC reduction PUP.

hehe true but at the moment i dont have much choice. power ups are annoying tho

If you dont want to go out and get a pup then get the bottom one.
But seriously getting pups with 500 uses a pop are not a hassle.

If you don't want to Pup then go for the bottom one, the top is ok if you only want to use ranged shot or a single special on a low end mob, but anything at your level or higher (or multiple low levels) an you'll find yourself running out of action very quickly with the top gun.

If you're on Chilly mail me in-game, I'll send you a waypoint to a real carbine.
