Well, the Czerka is a carbine, but a Carbineer can't use it unless he's a Master BH. The Nym's is weak IMO, and it's not craftable.
Actualy it's one line in BH tree that you need for the Czerka.
As for the Nym Slugthrower, you can do his quest indefinitely until you can get a good one. Whenever he gives out one it's always different stats and stuff. Try to aim for 500-700 dmg 150 elemental and probably 85 or lower SAC. Speed probably around 2.5 or so? Maybe lower if you're lucky? Just keep going to get the stuff Nym needs and giving it to him until he gives you a good Slugthrower.

The Nym's Slugthrower is a better Carbineer Weapon against an opponent with a PSG than ANYTHING so I sure as heck wouldn't call one junk.....I have a Czerka that is a BH Weapon (not MBH) that I feel is better than a Nym's but I haven't done hard data testing either.....Czerka looks cooler anyways

I picked up one with a spread of 350-717 175 elemental.
Will the minimum damage go to 500 without the elemental damage added in?
