ok forum search is worthless... where do i start the quest for the very nice bothan carbine?

It is the Siren's Quest, the one that is like the Cries of Alderaan Acts over a year ago.

The (non-working?) forum search told me that rebels start it in the Tyrena cantina and i remember that neutrals start it in the Theed cantina.

Scroll down a bit you ll find a link to the two faction Secrets of the Syren quests (neutral is missing).
Be aware to not read to much since those might have spoilers in them, but the starting location is in those links.
Two tips:
In general if you fail at a certain point of the quest, you ll have to do the complete chapter again.
Another thing is that you sometimes get waypoints in your data pad during your conversation with the NPCs, so make sure to have room for a waypoint and to check it if you dont know after each conversation. It is sometimes not 100% clear that they gave you the waypoint to the next NPC or mission Waypoint you have to visit.
You ll have sometimes more than one waypoint, so thats where you can choose what to do and to which you want to go.
In all cases:
Star Wars Galaxies Wiki is where you want to go.

I just got around to doing the final leg of this quest. It's pretty well done, at least better than the quests we are used to.
Word of advice, if you encounter a house full of leeezards, consider entering with some friends. Soloing is possible if you know where to go but a couple of friends with some nice pointy or loud weapons sure can save you some trouble.

It depends on your faction I think. I know for imperials it starts with the imperial officer in the bestine cantina, and I'm guessing for other factions it starts in some other major cantina.
