Thread: Question about weapon speed

I remember this being discussed somewhere and I have searched for it without success, so I'm sorry if it seems like a noob question.
Has it been said by the devs that the fastest speed for a weapon is 1.0 regardless of mods and skills? Also, is it true that Carbine speed skill (or any speed skill) affects the weapon speed .1 for every +10 skill? In other words, if I have Carbine Speed +80 and use a weapon that naturally has a speed of 1.8, then my actuall speed is 1.0? And if I put a 33% speed power up on it I am basically wasting a power up? Or, if I have Carbine Speed +80 and use a weapon that has a speed of 1.4, is the actuall speed still 1.0?
This is how I understand it, and remeber reading a post about it. I have been telling this to some friends with high level characters and just want to make sure I'm right. If you have a link to a relevent thread I would appreciate it.

I'm not really sure on this, maybe someone else who knows can answer this. But I do know somewhere between +85 and +90 speed, you'll fire every second and it seems to be the same with pistols, rifles and carbines, even with skills. I thought that the +speed wasn't suppose to effect skill delay, but whenever you reach that certain point in speed, your specials will no longer delay and you'll be able to pump them off every second.

+1 speed mod = 1% off your actual firing delay, specials included.
For example, at +60 mod you'd be firing at 40% of your original weaponspeed, so basically, anything that makes your delay under 2.5 is "wasted" in a way (2.5 * 0.4 = 1). When you're calculating that you have to factor in the special delay mods as well, which arent really well documented anywhere so it's hard to tell where the exact point is.. But for example, +90 speed, you'd have to find something that fires slower than 10 seconds per shot without mods forthe modified firing rate to beslower than 1.0 per shot. +100 speed and anything over will result in 1.0 speed, since 100% off your delay equals 0 whatever the weapon delay is

And er, forgot to include, yeah the 1.0 speed cap has been confirmed by Holo on some post, he said everything caps there
