Are you saying it only hits one target or something else. I use itandit hits multiple targets. Is there something else?

FAA will also work on a target aggro'd to somone in your group as well, actually its not just FAA that has this all AOE attacks have the same bug.

It works on stuff that hasnt agroed you as well. I was fighting on talus, using full auto area 1 carelessly, and I caused a group of non-agro creatures to attack me while attacking something completely different.

From the times I tested it when I first got it, FAA1 appears to hit multiple targets (in the combat window and onscreen), but it doesn't actually damage any of them except for the one you're physically targetting.

It damages all creatures(or NPCs) that are aggroed on you(have theyr HAM bars over heads even when not targeting them). So first shot wont do anything unless the creature is BAF. Usually.

yeah Ogreb, it works for getting aggro, but those you aggro'ed most likely didn't take any damage.

What I usually do is to use actionshot 2 first (as this also has some sort of AoE) and then afterwars use full autoarea 1. This results in FAA1 to do damage, and hopefully those it hits will have posture change on them or at least a bleed. Of course if its melee mobs I'm not gonna do this, as I don't want to have five mobs beating on me.

This nice part about this is, that mobs tend not to rush you when you use actionshot 2, where as ifI used FAA1 they charge instantly - most of the time resulting in fewer, if not only 1, being inside the cone (or well, the affected area).

With this, I feel that I get a little value out of the points I've spent on the FAA1, but I can't say that I'm happy about the way that special works. Oh btw have the devs actually comfirmed this as a bug?, I really hope this isn't the way its suppose to work.
