It'd probably go for nearly the same on Starsider, but people pay grossly for the ability to "solo PvP". Right now, I'm effectively able to stack the same kind of tick rate for Health and Mind as a Master Combat Medic can.. probably in 1.5 to 2 times the time, which isn't too bad, considering weapon switch delay is 3 seconds.
Still, 200 tick is pea-shooting at a good PvPer. 200 might tick for.. oh.. 225ish against someone with no battle fatigue. Considering a single run-of-the-mill, cookie-cutter, average-800-oq Combat Medic can toss 400 to 500 poisons in a few seconds.. and even more if they're good at it (my guildmate made a 710 tick one without any enhacements), 225 is litterally nothing.
Combat Medics have been around since day 1 and all veteran PvPers know how to take them, or atleast, deal with the ridiculous tick rate. DoT Carbines are nice, but unless you're able to stack a couple for some 400-500 tick, you're looking at only using them in dueling (where fights are generally much longer), and where all Carbineer bets are off. Now factor in the 1k+ mind poisons that are very frequent and all of the crazy Pikeman DoTs and you'll realize that your Mind Fire carbine is quickly devalued.
In terms of group PvP, I see a lot of starting Carbineers purchasing DoT weapons and seeking to use them. Often, if grouped with a good Combat Medic or even a DoT-pikeman wh*re, simply using KDs and area states is better.
If you're going to seek to use DoTs in PvP as a Carbineer, go all out. I have about 9 that I use frequently most have potencies above 90%. I'm able to FullAutoArea2 an entire group and the poisons/fires stick litterally instantaneously. Switch the next carbine.. 3 seconds delay, rinse and repeat. In about 20 seconds, the entire group is burning/ticking for well over 1k on each pool, not to mention the regular Combat Medics and DoTTers stacking their stuff, and finally, Jedi running in with Dervish tearing the place apart.
For smaller more 'tactical' PvP, a couple of DoT carbines might do the trick, but again, a single Mind Fire one is simply degrading the encounter to "dueling", which is an entire different ball game.
