Title pretty much says it all. Are LS 2/3 still identical or did Sony finally nail that bug down?

Well it isn't that it is broken.....it just is identical to LegShot2.....basically useless but other profs have more "useless" specials than Carbineer, so I consider us lucky 
And we were gonna get it to be Cone with increased damage to target Action only, a lot like ActionShot2, but that is NOT happening now.....Combat Revamp....

Legshot 2/3 are awesome. I use them all the time. Consider me this, wildshot1 followed by legshot3 (which i swear has an accuracy mod, but mo of course) target stunned. legshot2,legshot2,legshot3, actionshto1. fkd, cripple cripple, fas2, confusion, fas2. cripple,legsho3.
(legshot2/3, actionshot1/2 all target action take advantage of this. it can be very useful to the normal RANDOM damage. oh and throw in cripple and scatter once in a while just so you can chew bubblegum.

oh but yeah cone damage on legshot3, is still broken and same damage as legshot2. but imo i swear it has an accuracy mod. so i always use this attack and alternate between legshot2/3. usually followed by an actionshot1/2. works everytime for me

You could be right on the accuracy mods, we already know some Specials have them....so I bet they all do.

seriously, check the pistoleer boards if you want to see broken specials, its true that carbineer is quite lucky.
