Depends on the weapon you use and the Special you want to Speed Cap.....it is different for each person and can change depending on your equipment. Hence the very detailed explanation I have in the FAQ 
The overall max for SEA's is +25, so with only Master Carbineer you can reach +85 Carbine Speed....which takes a 2.7 speed Carbine to cap all Specials.

Basically even with +25 Tapes you can't cap any regular speed carbine at once per second...its gotta be 2.7 or 2.8, so that leaves out damage sliced weapons (like 3.5 lasers, the 4.0 Nym's...3.4's Elites, 4.0 DXR's....) pretty much you'll be able to use an E-11 and EE3 at the cap with +25 tapes, lol.
