At Master Carbineer and combat level 54 you are certed for the E11 Mark2 Carbine.
How to get it? - Ask your local weaponsmith or visit a vendor.
Price? - Depends on server, I'd suggest using the galactic vendor search to find one with the best quality/price ratio.
